Program Management

PSE's Principal, Dave Jordan, was one of five managers of a program selected as one of the Top 5 DoD Programs.  In November 2006, the Department of Defense and the National Defense Industrial Association named the $100 million Tactical Tomahawk Weapons Control System Program as one of the top five DoD Program Award winners for 2005.  Major PSE accomplishments include:

    •  Led a $28 million Tomahawk Deployment and Support Effort

    •  Led a $11 million Tactical Tomahawk Hardware Production Effort

    •  Provided Technical Direction for the $8 million/year Navy Tomahawk Training Support Contract

    •  Led an Earned Value Management effort to successfully recover over $3 million for the Navy's Tomahawk Installation Program

    •  Managed a UK FMS Training Effort

    •  Led an SCI-Level Worldwide Training Program.

Business Intelligence


PSE develops methods to visualize key business processes as a basis for management decision making and actions.  PSE uses metrics-based Dashboards and scorecards  to visualize how a business operates and identify opportunities to improve its performance.   PSE has developed and deployed various Management Dashboards for the Naval Surface Warfare Center in Port Hueneme, California.   Below is a Dashboard Case Study performed in early 2008.

Earned Value Management Systems - Our staff has developed and delivered earned value training for government cost account managers covering trend analysis, cost mitigation strategies, and cost control methods.


Cost Recovery.  In 2006, PSE led an effort to eliminate a predicted cost overrun for the Navy's Tomahawk Installation Program.  This effort resulted in changing a $2.3 million predicted overrun into a $600,000 underrun.  The Case Study presents more details.

Government procurement process - PSE's staff has functioned as trusted agent to advise the government on strategies to achieve best value contracting including performance-based work specifications, award fee design, and award fee evaluation techniques.
